LEVETO v. LAPINA, 00-3241

In order to pat down a suspect, the government agents must have a reasonable suspicion that the suspect is armed and dangerous, and mere residence of a home subject to a search warrant is not sufficient, even when the person is the target of an ongoing investigation.
