United States Third Circuit

BROWN v. ARMENTI, 00-1587

Whether a university registrar is told that a student's performance rates an "F " or an "Incomplete" is not a matter warranting judicial oversight on First Amendment grounds, and a professor's failure to show that the university retaliated against him for his speech is fatal to retaliatory claims.
