Doe v. JPMorgan Chase Bank, N.A., 17-759
Held that a torture victim who had obtained a court judgment against a terrorist organization was not entitled to attach funds from the organization's blocked electronic fund transfers. The torture victim wanted several banks to turn over $36 million to him in order to satisfy a court judgment he had obtained against the terrorist organization in a U.S. court. In a 2-1 decision affirming the district court, the Second Circuit held that the punitively sanctioned organization's blocked assets were not subject to attachment.
