Winston v. City of Syracuse, 17-1017

Partially affirming and partially reversing the district court grant of summary judgment on the pleadings to the defendant, City of Syracuse, in a putative class action suit brought by a residential tenant challenging the city's policy of denying tenants the right to open water accounts in their own name and shutting off water service to tenants when landlords failed to pay water bills, concluding that the policy denying open water accounts satisfies the requirements of the Equal Protection Clause of the Fourteenth Amendment, but that the water shutoff policy violates the Due Process and Equal Protection Clauses.
