Affirming the district court's judgment in favor of a school district that was alleged to have violated procedural requirements that they provide an individualized education program to a child with an emotional disturbance on the grounds that the school provided and offered the student a free appropriate public education at all times and that any procedural violation didn't provide the parents with relief.
