Outlaw v. City of Hartford, 16-480
Affirming the grant of summary judgment by the district court to the City in the case of a plaintiff's municipal liability claim because they failed to present evidence that would permit an inference of deliberate indifference and denying a cross-appeal requesting qualified immunity by a police officer found to have used excessive force because he failed to prove the factual predicates necessary to establish that defense.
