Reversing and remanding the grant of summary judgment for compensatory damages and attorney fees in a procedural due process challenge of a town's decision not to renew the plaintiff's license to deal in precious metals because the district court misconstrued state law in finding the plaintiff held a constitutionally protected property interest in the license renewal.
