Affirming the dismissal of all claims by a plaintiff charitable organization that opposed the New York State requirement that they disclose their donors because this requirement was not an infringement of their First Amendment rights, reversing a holding that the claim was not ripe and remanding the case to be dismissed with prejudice for failure to state a claim.
