Hancock v. The County of Rensselaer, 16-2888

Affirming the grant of summary judgment to the defense in a Fourteenth Amendment claim because the plaintiffs failed to present evidence that they suffered a modification or impairment of their medical care or economic damages, but vacating summary judgment as to claims related to the right to privacy for medical records and directing the court to determine whether qualified immunity might apply in the case of employees of a county jail whose medical records were secretly accessed by at least one other employee.
