City of Providence v. BATS Global Markets, Inc., 15-3057

Vacating a district court judgment to defendant national securities exchanges in a case where investors alleged misrepresentations about products and services they say gave high-frequency trading firms the edge in trading, at their expense, because the court had subject matter jurisdiction over the claims, the defendants were not immune from suit, and the district court erred in dismissing the complaint for failure to state a claim.
