Reversing and remanding a case in which the Occupational Safety and Health Review Commission vacated citations for workplace violations of Occupational Safety and Health Administration standards in a case that involved dispute over whether the Occupational Safety and Health Act or the Mine Safety and Health Act applied to a 'bag plant' where sand and gravel are processed, finding the Secretary's determination that OSHA applied to be reasonable.
