Reversing the decision of the US District Court denying the motion of police officers for qualified immunity in the arrest of a teenage train enthusiast who sued following his arrest while inspecting a train crossing because the police had reasonable suspicion, the actions of the officers did not amount to an arrest, and their other actions did not violate the law.
