Affirming the district court's grant of an application by the petitioners for discovery in aid of foreign litigation involving a group of British Virgin Islands companies owned by a Russian national residing in Monaco and his Hong Kong investment company in a lawsuit relating to the sale of $2 billion worth of art including Picasso and van Gogh paintings because discovery in aid of foreign litigation may be sought by any interested person for use in a foreign or international tribunal.
