Proctor v. LeClaire, 15-3673
In a 42 U.S.C. section 1983 case for deprivations of procedural and substantive due process, brought by an inmate who has been held in solitary confinement for over two decades and is currently under Administrative Segregation, the district court's grant of summary judgment to defendants is vacated where triable issues of fact remain as to whether plaintiff was denied the meaningful periodic reviews of his Administrative Segregation that procedural due process requires.
