In an arbitration action seeking to reverse an arbitrator's award of certain construction work on the Tappan Zee Hudson River Crossing Project, the district court's denial of plaintiff's petition to set aside a second arbitration award is affirmed where, under the terms of the Project Labor Agreement's arbitration procedures, the arbitrator's determination that his first award was a short form decision and the latter was a final decision is entitled to deference.
