US v. Veliz, 13-914

Convictions and life sentences for racketeering in violation of RICO, 18 U.S.C. section 1962(c), and RICO conspiracy, section 1962(d), and witness tampering, 18 U.S.C. section 1512(b)(3), are affirmed where: 1) defendant's solicitation of others to murder co-conspirator who he feared might cooperate with the authorities constituted attempted corrupt persuasion under section 1512(b)(3); 2) the evidence was sufficient to show that there was a reasonable likelihood that the communication that defendant feared would have been made to a federal officer; and 3) the district court's instructions did not constitute plain error.
