In light of certified questions answered by the New York Court of Appeals, concluding that New York State's authority to regulate attorney conduct does not preempt Local Law 15, a New York City law regulating certain debt collection activities of attorneys, the district court's grant of summary judgment in favor of plaintiffs, holding Local Law 15 void as applied to law firms that seek to collect debts, is vacated and remanded.
