In a Fair Debt Collection Practices Act (FDCPA) action against a law firm attempting to collect a debt owed its nursing home-client for services rendered to plaintiff's mother, the district court's dismissal of the amended complaint is: 1) affirmed in part where there is no actual conflict between the NHRA and Pennsylvania's indigent support statute ; and 2) vacated in part where District Court had personal jurisdiction over defendant pursuant to N.Y.C.P.L.R. section 302(a)(1), and the money owed was a "debt" under the FDCPA.
