Cox v. US, 13-3745
Petition under 28 U.S.C. section 2255 for a writ of habeas corpus overturning a conviction on federal narcotics charges is denied where, in spite of the district court's error holding that certain of petitioner's claims were time barred and procedurally defective, petitioner nonetheless fails to make the requisite substantial showing of the denial of a constitutional right.
