National Railroad Passenger Corporation v. McDonald, 13-4161

In this case, plaintiff National Railroad Passenger Corporation (Amtrak) brought federal Supremacy Clause claims against defendant Commissioner of the New York State Department of Transportation, and the lower court granted summary in favor of defendant. Amtrak argued that, in light of federal statutes that organize and regulate Amtrak, the Supremacy Clause deprived the New York State Department of Transportation of authority to condemn Amtrak's property by eminent domain. The judgment is affirmed, where, because Amtrak brought its federal claims more than six years after its claims accrued, the action was time-barred.
