In these removal proceedings concerning the domestic application of the witness protection mandate in Article 24 of the Convention Against Transnational Organized Crime (CATOC), petition for review is denied where: 1) in the immigration context there are numerous protections for witnesses, and as a criminal informant, petitioner exhausted the applicable avenues for relief; and 2) Article 24 of the CATOC is a non-self-executing treaty provision, so it cannot be enforced absent implementing legislation.
