In an action under the Freedom of Information Act (FOIA) seeking documents relating to targeted killings of United States citizens carried out by drone aircraft, the Government's supplemental request for additional redactions from the required disclosure of titles and/or descriptions of items listed in the Vaughn index is granted in part and denied in part, and the petition for panel rehearing by the Government is denied, where: 1) the Government made its current presentation in its supporting briefs and affidavits; 2) the Government's request to redact the names of the sender and recipient of certain listings in the Vaughn index is moot given that the Court ordered disclosure only of the titles and descriptions of documents which were identified by number, not by name; 3) the content of the listings are not disclosed; 4) the Government's request for redaction of disclosed titles and descriptions of certain listings will be granted.
