The appeal from the district court's dismissal of plaintiff's claims against defendant for alleged violations of the federal False Claims Act and state law equivalents, is dismissed, where: 1) the district court did not explicitly rule on plaintiff's retaliation claim; and 2) the Court lacks jurisdiction to hear the appeal under 28 U.S.C. section 1291 as the lower court did not enter a final judgment on the retaliation claims.
