Judgment upholding a New York State Review Officer's final administrative decision overturning an Impartial Hearing Officer's award of tuition reimbursement under the Individuals with Disabilities Education Act, is reversed and remanded, where the proposed individualized education program and school placement failed to provide the student with the free appropriate public education guaranteed to him by the Act.
