Dismissal of plaintiff's complaint under 42 U.S.C. section 1983 and section 504 of the Rehabilitation Act against defendant-private hospital and individual defendants for their alleged role in forcibly medicating and hospitalizing plaintiff is affirmed, where plaintiff failed to allege: 1) state action on the part of defendants; and 2) discrimination on the basis of a disability under section 504 of the Rehabilitation Act.
