Judgment sentencing defendant to 108 months in prison following his guilty plea to conspiracy to provide material support to a foreign terrorist organization and conspiracy to bribe public officials is affirmed, where: 1) district court's sentencing decision fell within the range of permissible decisions; and 2) the district court did not abuse its discretion in imposing a sentence substantially below the applicable Guidelines range.
