The district court's denial of defendant's motion for sentence modification based on retroactive amendments to the crack cocaine sentencing guidelines is vacated and remanded for the district court to: 1) determine defendant's eligibility for a sentencing modification; and 2) consider whether any applicable 18 U.S.C. 3553(a) factors counsel in favor of a reduction.
