Dismissal of plaintiffs' First Amendment retaliation claim against defendant-county alleging defendant delayed approving the settlement of plaintiff's prior litigation arising out of the death of plaintiff's daughter in retaliation for their First Amendment activities, is affirmed, where plaintiffs lacked standing because plaintiffs had no right to have the settlement approved at all, much less by a certain date.
