The First Amendment's presumptive right of access applies in civil contempt proceedings, and this right entitles intervening news organizations to a copy of the full transcript of the contempt proceeding, but the sealed police report was not sufficiently central to the contempt proceedings to qualify as a "judicial document" and thus trigger the First Amendment's presumptive right of access.
