Judgment for plaintiff-tribe in an action challenging defendant-town's imposition of a state personal property tax on vendors who leased slot machines to plaintiff for use at casinos located in defendant-town, is reversed and remanded, where the district court: 1) properly exercised jurisdiction; but 2) erred by finding the tax to be preempted.
