Judgment dismissing action brought under the action under the Fair Debt Collection Practices Act is affirmed, where: 1) the district court properly dismissed the case as moot; and 2) an offer of judgment need not comply with Federal Rule of Civil Procedure 68 in order to render a case moot pursuant to Article III.
