Proctor v. LeClaire, 11-3312

District court's judgment dismissing, on grounds of res judicata and collateral estoppel, plaintiff's 1983 action alleging deprivation of due process in the periodic reviews conducted with respect to his administrative confinement in a prison special housing unit, is vacated and remanded, where; 1) plaintiff's current due process challenge to the periodic reviews was not within the scope of his 2005 complaint; and 2) as to certain issues, the district court's application of issue preclusion was inappropriate.
