Dismissal of action challenging plaintiff-prisoner's termination from the Justice's Department's Witness Security Program and subsequent confinement in a Segregated Housing Unit is: 1) affirmed in part as to the dismissal of plaintiff's claims concerning his termination because plaintiff is unable to show that he has been deprived of a property right for which process is due because a benefit is not a protected entitlement if government officials may grant or deny it in their discretion; but 2) vacated and remanded in part as to plaintiff's claims regarding his subsequent confinement.
