US v. Carter, 11-3605

In a conviction of a defendant for drug-related charges, district court's imposition of the ten-year mandatory minimum sentence is affirmed where a statutory mandatory minimum provision constrains a district court's discretion under section 3553(a) when it "specifically provides" a minimum sentence, and such a provision need not "specifically provide" that it trumps the general sentencing considerations in section 3553(a).
