Ognibene v. Parkes, 09-0994

In a suit seeking declaratory and injunctive relief against amendments to the 'pay-to-play' rules of the New York City Administrative Code on grounds that they violate the First Amendment by unduly burdening protected political speech and association, the Fourteenth Amendment by denying equal protection of the laws, and the Voting Rights Act, summary judgment dismissal is affirmed where the laws were closely drawn to address the significant governmental interest in reducing corruption or the appearance thereof.
