In a petition for review of an order of the SEC finding that petitioner willfully violated the antifraud and recordkeeping provisions of the Securities Exchange Act of 1934, petition is denied where petitioner orchestrated a scheme that allowed favored customers to engage in late trading of mutual funds; aided and abetted and caused his firm to keep inaccurate books and records; and where the penalties imposed by the SEC were not unreasonable.
