In a dispute concerning the application of the United States Leadership Against HIV/AIDS, Tuberculosis, and Malaria Act of 2003 (Act), 22 U.S.C. section 7601 et seq., judgment of the district court enjoining Defendants from enforcing a provision of the Act is affirmed where the provision, Section 7631(f), as applied to plaintiffs violates the First Amendment.
