In a consolidated dispute arising from actions for preliminary injunctions against the enforcement of a 2010 amendment to state tax law on the basis that such amendments interfere with plaintiffs' sovereignty and immunity from state taxation, judgments of the district courts are affirmed in part and reversed in part where none of the plaintiffs demonstrated a likelihood of success on the merits.
