In an attorney-disciplinary matter alleging violations of New York Disciplinary Rules 1-102(a)(5) and 1-102(A)(4), judgment of the district court suspending attorney for a period of seven years is reversed because failure to hold an independent hearing on charges constituted a due process depravation where an independent hearing would not have been duplicative and evidence was not fully developed in the prior proceeding.
