Doninger v. Niehoff, 09-1452

In a section 1983 dispute arising from disciplinary actions taken by defendant-school administrators against plaintiff for speech relating to affairs of the school, judgments of the district court is affirmed in part and reversed in part because defendants are entitled to qualified immunity on First Amendment claims and where plaintiff failed to properly to assert a claim pursuant to Monell v. Department of Social Services.
