In an action seeking through the Freedom of Information Act (FOIA) to obtain internal government documents that plaintiff believed might reveal governmental misconduct in its terrorism investigations, partial summary judgment for defendants is affirmed where the Department of Homeland Security properly withheld certain portions of a 2004 memorandum under Exemption (b)(7)(E) of the Freedom of Information Act.
