Petition for rehearing is denied where: 1) the round-trip ticket to Israel presented by petitioner could have been presented in opposition to the government's motion to dismissal appeal, which was not done; and and 2) nothing explained why the round-trip ticket that petitioner proffered was not presented to the passport officials prior to October 9 in order for petitioner to return to the United States.
