Motion for stay of order and judgment of the district court denying plaintiff's request for a preliminary injunction compelling defendants to allow a political demonstration by approximately 1,000 protesters to be held inside the gates of the U.S. Military Academy at West Point during a graduation ceremony at which Vice President Cheney will deliver a commencement address, is denied over claim that the First Amendment affords them a right to protest within the gates of West Point and during graduation exercises.
