In case where petitioners made illicit cash payments to USDA inspectors, revocation of petitioners' licences to operate in the wholesale produce trade under the Perishable Agricultural Commodities Act is affirmed as, according deference to defendant secretary under Chevron U.S.A., Inc. v. Natural Res. Def. Council, Inc., 467 U.S. 837 (1984), defendant's finding that petitioners failed to perform implied duties under PACA, is reasonable.
