Petition for writ of mandamus: 1) to vacate orders based on confidential documents, arguments, and decision memoranda is denied as petitioner fails to establish other remedies are inadequate; and 2) ordering the government to disclose information about a communications monitoring program and to abandon it, is dismissed as the court of appeals lacks jurisdiction to issue such a direct order to the government.
