L. v. Sloan, 05-2967

Summary judgment for defendants on claim for attorney's fees as prevailing defendant under IDEA is affirmed as the rule that a "prevailing party" under federal fee-shifting statutes is one who has achieved a judicially sanctioned change in the legal relationship among the parties, applies to "prevailing defendant" cases.
