Pavlova v. Immigration & Naturalization Serv., 03-4094

Petition for review of an order denying an application for asylum, withholding of removal, and additional relief is granted where the immigration judge's credibility finding rested on serious errors, and he misstated the legal standard governing the level of government involvement needed to support a claim of persecution.
