Summary judgment for defendants is affirmed since plaintiffs, German social insurers, may not bring state-law based negligence and wrongful death claims arising out of the terrorist attacks of September 11, 2001, under German law despite decedents' personal representatives' receipt of funds from the 9/11 Victim Compensation Fund.
