MITCHELL v. FISHBEIN, 03-7454

Dismissal of plaintiff's complaint, asserting claims of discrimination in terminating his certification to serve as a court-appointed counsel, is reversed as defendants are not entitled to quasi-judicial absolute immunity where their functions are neither comparable to those of a judge nor integrally related to any specific judicial proceeding.
