VARGAS v. CITY OF NEW YORK, 03-7311
Dismissal of plaintiff's suit, alleging racial discrimination related to his employment termination, is affirmed with respect to his due process claim; however, dismissal of plaintiff's equal protection claim for lack of jurisdiction is reversed as the Rooker-Feldman doctrine does not prevent the exercise of federal jurisdiction over defendant's equal protection claims.
